TPMO Marketing Disclosures
As required by the Centers for Medicare & Medicaid Services (CMS), Buckalew Financial Services is classified as a Third-Party Marketing Organization (TPMO). We are required to provide the following disclosures on all marketing materials, including this website.

Scope of Appointment (SOA)
Before we can discuss Medicare Advantage, Medicare Part D (Prescription Drug), or related insurance products with you, CMS requires that you complete and sign a Scope of Appointment form.
Key SOA Rules:
- The signed SOA must be completed at least 48 hours before your scheduled appointment (unless you initiated the call or are within the last 4 days of an election period).
- A signed SOA is valid for 12 months from the date of signature.
- Agents may only discuss the specific products checked on the SOA form. Discussing additional products requires a new SOA.
- SOA records must be retained for 10 years.

Beneficiary Authorization & Consent
To enroll in a Medicare or health insurance plan through Buckalew Financial Services, you must provide informed consent. This means:
- Permission-to-Contact: Your information will be provided to a licensed insurance agent. You may be contacted by a licensed insurance agent regarding plan options.
- One-to-One Consent: Your data will only be shared with the specific insurance carrier(s) you select. We do not share your information with unnamed third parties.
- Verbal or Written Authorization: All enrollment authorizations must be confirmed verbally (recorded) or in writing before any enrollment is submitted.
- No Blanket Consent: Generic or “blanket” consent for data sharing is not sufficient under current CMS guidelines.
A2P Text Messaging & SMS Disclosure
Buckalew Financial Services complies with A2P (Application-to-Person) 10DLC regulations for all business text messaging. If you have opted in to receive text communications from us:
- All text messages are sent from registered business numbers linked to our agency.
- Every marketing text includes instructions to opt out (e.g., “Reply STOP to opt out”).
- Standard messaging rates may apply depending on your carrier and plan.
- We only text clients who have provided express written consent.
Licensed Insurance Agency Disclosures
Buckalew Financial Services is a licensed independent insurance agency. We represent multiple insurance carriers and are compensated by commissions paid by those carriers when you enroll in a plan.
